This is the KittyTailTwirl of Joy basically, when your cat sees the cat treat jar and starts doing the happy dance. It's the tail twirling, the eyes wide, the little meow that means 'I know something's about to happen and it's going to be good.' You'd use this when your cat is high on life and you can't help but join in the celebration.
