It's like you're saying, well I guess this is okay, but with a bit more attitude. Imagine someone who's seen it all, shrugging as if to say yeah, whatever, but with a look that says I could care less. You'd use this when something happens and you're rolling with it, but not without a little eye-roll for flavor.
