Drowsy Star-Wink Man is basically a sleepyhead with a twinkle in his eye. He’s the guy who’s half-asleep at the wheel, but still manages to look like he’s got everything figured out. You’d use him when someone’s tired, a little confused, but still kind of charming about it.
